The Triadic Republic of Baxan is a nation found in the Buntai Sector of the Alatheia Quadrant of the Potunga Galaxy. They are a member state of both the Galactic Government and the Buntai Union.

Ethnic Groups

Five species- Humans, Orks, Kaupe, Oskens, and Hirkines- have an ethnic group indigenous to Baxan, and all use the Baxandool demonym.

Sjek (Human): Originating from the Sjek Forest of north-eastern Baxan, this Human ethnic group has a pale peach to white skin complexion with red undertones, and a medium instance of freckling. Their irises are generally in shades of grey, blue, or green. Their hair colours generally range from shades of brown, blonde, black, and white, with a slightly curly and wavy texture. Their males tend to have darker and more body hair than other Humans, having hair found on the chest and abdomen, along with on the head, eyebrows, armpits, arms, genitals, and legs. The average adult Sjek is roughly 1.8 metres (5 feet 10 inches) tall and weighs 75 kilograms (165 pounds). They have a higher instance of dairy allergies, with 70 percent of the population unable to digest dairy. Like most Human ethnic groups, their pregnancies will result in one child, but twins are not uncommon.

Bovipova (Hirkine): Originating from the Bovipova Tundra of central Baxan, this Hirkine ethnic group has long thick fur that ranges in various shades of brown, black, grey, and white, often a mix of shades with darker on the back and head and lighter on the front. Both sexes grow a pair of long curved horns that frame the face. Their irises are typically in shades of brown or gold, but blue and green are not uncommon.  They are exceptionally large for Hirkines, with the average adult Bovipova reaching two metres (6 feet and 7 inches) tall and weighs one hundred and ten kilograms (242 pounds). Like most Hirkine ethnic groups, pregnancies will typically result in one calf, but twins are not unheard of.

Orsber (Osken): Originating from the Orsber Forest of south-eastern Baxan, this Osken ethnic group has a stocky body covered in feathers that range in shades of yellow, orange, or red, with black or brown feathers on the head. The skin on their hands and feet is scaly and dark brown to black in colouration. Their irises tend to be brown, black, or dark red. They have a strong conical bill in a black colouration. The average adult Orsber stands at 1.5 metres (4 feet 11 inches) tall and weighs fifty kilograms (110 pounds). Like most Osken ethnic groups, Orsber egg clutches will typically consist of two to four eggs.

Sörm (Kaupe): Originating from the Sörm Wetlands in western Baxan, this Kaupe ethnic group are atypical for the species. Their smooth velvet skin is highly varied, often in various shades of brown, grey, and black. Their front tends to be white or grey with black or brown spots and a single orange or red line going down the centre from chin to tail-tip. Their back tends to be one solid colour, although red, black, or green spots are not uncommon. Their irises are often in shades of brown, yellow, red, or green. Unlike other Kaupe ethnic groups, they do not grow a crest along their back during breeding season. The average Sörm stands at 1.8 metres (5 feet 10 inches) tall and weighs 60 kilograms (132 pounds). Unlike most Kaupe ethnic groups, egg clutches tend to only be around fifteen, and only five to eight efts (hatchlings/tadpoles/larvae) will go through metamorphosis.

Olardal (Ork): Originating from the Olardal Forests of western Baxan, this Ork ethnic group has a skin complexion of pale to dark grey, with green or blue undertones. Their irises are generally in shades of green, brown, gold, or red. Their hair colours generally range from shades of brown, black, or red, with a low instance of balding with age and a wavy or curly texture. Like most Orks, Olardal have prominent, tusk-like lower canines. The average adult Olardal stands at 2 metres (6 feet 7 inches) tall and weighs ninety kilograms (198 pounds). Like most Ork ethnic groups, their pregnancies will result in one child, but twins are not uncommon.

A portion of the population are Human-Ork hybrids, with most being first- or second- generation hybrids. These individuals will normally just refer to themselves as Baxandool or sometimes Olarsjek or Sjekdal. These individuals are highly diverse, but many will resemble a Sjek with larger canines, or Olardal with Sjek colouring.

The Triadic Republic of Baxan encompasses thirty star-systems and includes eighty-eight planets, all within the Buntai Sector of the Alatheia Quadrant. The capital planet is Baxan in the Baxanstjärna System, and has a population of five billion (5.4 billion; 298 AGW Galactic Census).  The capital, and most populous, city is Chokden City on Baxan which has a population of roughly one million (1.7 million; 298 AGW Galactic Census).

All five ethnic groups make up roughly the same portion of the population of the Triadic Republic, at nineteen percent each, with migrant ethnic groups making up the final five percent (298 AGW Galactic Census).

The vast majority of migrant groups originate from the Republic of Alexia, most notably Wei and Matsu. Other migrant groups originate from the Republic of Owenós, the Republic of Wïker, the Diarchy of Martingale, the Empire of Amberin, and the Republic of Aberbarda.

Government and Politics

Government Structure and Organisation

The Triadic Republic of Baxan, natively Tretal Ihåpjord av Baxan, is a democratic triarchy led equally by a publicly elected Chancellor, a publicly elected Science Director, and publicly elected Military Commander, and supported by a publicly elected Republic Senate. Elections are held every five years, and all citizens over the age of eighteen are legally required to vote.

The Chancellor, Science Director, and Military Commander are all the official heads of state, and have equal power. Each can serve a maximum of two terms.

The Chancellor represents ‘the people’ and is in charge of decisions involving the arts, media, public and foreign relations, trade and finance, tourism and recreation, and education. The position of Chancellor is opening to all citizens over the age of eighteen and under sixty-five, who have served at least one term in a local, regional, or republic governmental position (i.e., a mayor, senator, representative, etc), do not have a scientific degree, and have no more than four years of military training. 

The Science Director represents ‘science and logic’ and is often deemed as the voice of reason. They are in charge of decisions involving science, technology, transportation, environment, and natural resources. The position of Science Director is open to all citizens who hold at least one scientific doctorate, are between the ages of eighteen and sixty-five, have served at least one term on a scientific committee (local, regional, or republic), and have no more than four years military training.

The Military Commander is in charge of the defence of the Republic and their allies. They are in charge of decisions involving laws, justice, and defence. The position is only open to a few select citizens, all of who must be older than eighteen years but under sixty-five, have no formal scientific training, have not served a term in a governmental position (mayor, senator, etc.), and have at least ten years military training. Candidates are selected by the previous Military Commander and the other military leaders from amongst the high-ranking active members of the four branches, and then the public elect their Military Commander, along with the Commanders of the Army, Airforce, Navy, and Spaceforce.

The Republic Senate assists and supports the Chancellor, Science Director, and Military Commander, as well as ensuring they do not overstep. The senate consists of a Senator from each system (thirty in total), a Scientific Advisor from each of the Scientific Branches (sixteen in total), and the four Commanders of the four branches of the military. Each system is governed by a System Senate, which consists of the system Senator, Governors from each planet, a military advisor, and a scientific advisor. Each planet is governed by a Governor, and a senate of the mayors. Each province is governed by a mayor, and community leaders. All representatives must be between eighteen to sixty-five years old, and can serve an unlimited number of terms, excluding the four commanders who can only serve a maximum of two terms.

As of the elections of 298 AGW, the current Chancellor is Ollinus Kesja Brovatten, the current Science Director is Åsgärd Anita Metalldäran, and serving a second term, the current Military Commander is Harmke Gätha Träd. Chancellor Brovatten is the first human chancellor is three decades, and Director Metalldäran is the second human director in three decades. Commander Träd is the first Hirkine commander in two centuries. 

Laws and Justice

The Baxan Military is responsible for the Triadic Republic of Baxan Judicial system. All lawyers working within Baxan must be registered with the military, specifically the Law Corps. The Law Corps are also for ensuring the Republic Senate are acting within the laws set out in the Baxan Constitution. They also represent the Triadic Republic of Baxan in all legal matters. The Law Corps do not answer directly to the Military Commander, but instead answers to the Chancellor and Science Director.

All Baxandool citizens are entitled to a fair and free trial for any and all instances of supposed law-breaking. All individuals are treated as innocent until proven guilty. They have the right to choose their own legal representative, and will be tried in front of a jury of their peers. This jury will consist of twelve individuals older than eighteen from the province the trial is held in, all randomly selected.

The Baxan Judicial system and Constitution do not believe in incarceration of individuals found guilty of crimes. Rehabilitation or community service are the preferred forms of punishment. The Triadic Republic of Baxan reasons that most people turn to crime out of desperation from mental health or economic reasons, and simply need some assistance. For serious offenders, such as mass murderers, they do however hand these individuals over to the Galactic Department of Law and Justice (DLJ), as per Galactic Law. As per Galactic Law, pirate captains and heads of terrorist groups are also handed in to the Galactic DLJ. However, the Triadic Republic of Baxan is staunchly against the death penalty applied within the Galactic DLJ for some crimes. Rapists, paedophiles, and those found guilty of abuse are made to attend therapy sessions, have community service, and are housed in heavily controlled environments until the state believes they have ‘paid their dues’. These individuals are put on a watchlist, with their current address made public. They are also made to pay for any and all treatments their victims require due to their abuse.

The Triadic Republic of Baxan is one of the original signers of the Ikria Accords in 258 BGW, and outlawed slavery within the Triadic Republic of Baxan. In fact, it was Baxan Lawyers and activists that wrote the Ikria Accords. The Triadic Republic of Baxan arrests any slave traders found within their territories, and dependent on extradition treaties, will either hold onto them indefinitely, or return them to their home nation. Any slaves found within their territory are freed and offered the opportunity to become a citizen of the Triadic Republic of Baxan, and asylum is offered to any slave that escapes and makes it to their territory. The enslavement of any Baxandool citizen is met with harsh retaliation.

Baxandool Laws are similar to the Galactic Laws, albeit the inclusions set forth by the Ikria Accords and the Buntai Union Membership. Unlike many nations, the Baxandool treat robots as citizens and are protected under Baxandool Law. They do follow Galactic Law in limiting the intelligence of their robots, as per the laws set out following the 158 AGW A.I. Massacre. However, robotic workers within the Triadic Republic are treated as any other worker, and are legally provided with the same breaks and pay. These breaks are more often just used as a recharging and cooling period, and the pay is held onto by their ‘employer’ and is used to pay for any repairs. The Baxandool believe that treating robots as machines is akin to slavery, which they are vehemently against. The mistreatment of a robot is treated the same as the mistreatment of a child, and met with the same punishments, if not worse. Some individuals who have been found guilty of purposefully mistreating robots, especially those found guilty of purposefully damaging or destroying a robot, are often ostracised by the Baxandool community, and many have fled and sought asylum elsewhere in the galaxy.

Baxandool Law Enforcement are a part of the Law Corps, and are required to have a degree in law or social services, and have training in mental health management, crises management, and de-escalation. They, along with the general public, are not allowed to own or carry weapons. The exception to this includes low-voltage tasers, low-voltage stunners (Moxzed), and deterrent sprays, and all citizens are required to have training in the safe usage of these weapons. In the case of stunners, all citizens must be registered with their local government and have the weapon stored in a locked compartment.

Diplomacy and Trade

The Triadic Republic of Baxan is a member of the Buntai Union and has close ties with the Republic of Alexia, the Republic of Wïker, and the Diarchy of Martingale. The Triadic Republic is also an active member of the Galactic Government, and many Baxandool work in the Department of Law and Justice, the Department of Science and Technology, and the Department of Culture and Arts. The Republic has a negative relationship with the Triarchy of Jeonchae, due to the latter’s refusal to sign the Ikria Accords. Citizens from Jeonchae are unwelcome in Baxan, excluding those escaping slavery. The Republic has separate Scientific Advancement Agreements and Commercial Trade Pacts with the Republic of Kaihoñ, the United Clans of Karō, and the United Stations of Doosa.

Major exports of the Triadic Republic of Baxan include art, avian products (specifically owl and pigeon), canine products, education (art, vehicle creation/repair (aircraft and spacecraft), piloting, sport (hockey, baseball), law, robotics), sports equipment (Hockey, Baseball), robots and robotics, personnel (artists, lawyers, mechanics, pilots, entertainment, sports), and vehicles (aircraft and spacecraft). Major imports include fabrics, beauty products, electronics, precious stones and metals, and feline products.

War and Combat

The Baxan Military, or Baxan Defence Forces (Dadejåchgö av Baxan), is divided into four branches; The Baxan Army (Dusai av Baxan), The Baxan Navy (Wufgas av Baxan), The Baxan Airforce (Miwögö av Baxan), and the Baxan Spaceforce (Sjtärnagö av Baxan). The main purpose of the Baxan Defence Forces is to defend and patrol the borders of the Triadic Republic of Baxan, capture and contain pirates, aid local law enforcement in taking down hostile or large crime syndicates, take down terrorist organisations working within the Triadic Republic of Baxan, to respond to and aid in natural disasters, and to assist allies of the Triadic Republic of Baxan. Enlistment within the defence force is voluntary, and applicants can select which branch they would like to join. Applicants must be over the age of eighteen and be physically and mentally fit enough for the roles applied for.

The Baxan Defence Force has two uniforms:

Weaponry used by Baxandool soldiers consists of a Småjåli, a short sword made from karatsira (a tungsten-steel alloy they share with the Alexian); Pooch, a pair of hand axes made from karatsira; Branzed, a projectile-based weapon that uses gunpowder to fire karatsira bullets; and Moxzed, an energy-based weapon that fires blasts of energy that stun opponents. Soldiers are trained to safely and effectively use all three weapons, as well as a variety of hand-to-hand combat styles. They are trained to disarm and stun opponents instead of severely injuring or killing, and all for the purpose of defence.

Language

The main and native language of the Triadic Republic of Baxan is Baxanspråk. Baxanspråk consists of twenty-two consonants, nine vowels, and one diphthong. The sentence structure of Baxanspråk is Subject-Verb-Object; the sentence “The quick brown fox jumped over the lazy dog” would read the same (De snabbt jordton Räv ihoppa öva de lat Hund). Basic and Baxanspråk are the two most commonly spoken languages in the Triadic Republic of Baxan, followed by Alexugo, Wïkersei, Oweglós, Martingale Esillo, and Doosalang.

Baxanspråk Sign (Baxanspråk Taiwödeski) is the official sign language of the Triadic Republic of Baxan, and roughly seventy percent of the population use it. It is mostly used by the deaf and hard of hearing communities, but is also used extensively in fishing communities, communities that survive on hunting during winter, and by Sörm whilst underwater. Other sign languages taught and used include Basic Sign and Alexugo Sign (Alexugo Tethei).

Naming

Baxan names are made of three parts; a first name, second name, and family name.

First names end in r, e, l, x, g, v, d, or s, and second names end in o, n, f, ö, å, k, m, a, i, t, ä, and j. Common first names include Taijler, Mikkal, Torfred, Randall, Helenius, Lee, Imer, Åsgärd, Ingfrid, and Harmke, and common second names include Kenan, Mark, Björn, Otto, Leif, Jari, Mai, Matilda, Leonhart, and Sigvast. Traditional Baxan names tend to have meanings or connotations like strong (chö; Chö, Chön, Chönal, Chöl, Chöj), brave (modig; Modig, Modiggan, Modiga, Modigä), wise (dowsjov; Dowsjov, Dowsjo, Dowsjovan), gentle (käldädsip; Käl, Kälda, Källän, Dädsi), quiet (kesjoow; Kesjoo, Kesjoon, Kesja, Kesjal), and swift (gäth; Gäther, Gäthe, Gäthon, Gätha). Modern Baxan names tend to be transliterated versions of foreign names.

Family names are passed on from eldest parent to child and are generally an ancestral occupation, locale, or sometimes a word or object the ancestor really liked. Sjek family names tend to be occupation or locale-based, Orsber and Bovipova names tend to be locale-based, and Sörm and Olardal names tend to be objects or words. Common family names include Öskoan (painter), Bakan (baker), Nestadchub (from Nestad), Vasvikachub (from Vasvika) and Thekäñ (swamp). Baxan names are generally in the order of first name, second name, and then family name e.g., Mikkal Chö Bakan, Modig Otto Nestadchub.

Baxandool location naming is fairly simple outside of Baxan. Location names on Baxan are often based in ancient Baxanspråk and other extinct languages (such as Olardadeski or Sörmäk), and thus their meanings have been lost. Outside of Baxan, city and town names will often include geographic features or be based on the name of an earlier settler to the area e.g., Källängon (Källän’s Beach), Nattavi Fleraträd (Owl Forest), and Kothekäñ Uñ (Swampy Road)
