The United City-states of Sulliva is a nation found in the Buntai Sector of the Alatheia Quadrant of the Potunga Galaxy. They are member state of both the Galactic Government and the Buntai Union.

Ethnic Groups

Five species- Humans, Lykaons, Naga, Vulpinan, and Kobold- have an ethnic group indigenous to Sulliva, and all use the Sullivan demonym.

Dobhasfé (Human): Originating from the Dobha Forest of Cuais in eastern Sulliva, this Human ethnic group has a pale to tan skin complexion with red undertones and a high instance of freckling. Their irises are generally in shades of brown or green, but blues and golds are not uncommon. Their hair colours generally range in shades of brown or black, but reds are not uncommon, with a low instance of balding with age and a curly texture. The average adult Dobhasfé stands at 1.62 metres tall (5 feet 4 inches) and weighs 60 kilograms (132 pounds). Like most Human ethnic groups, their pregnancies will result in one infant, but twins are not unheard of. 

Sulwalirsfé (Lykaon): Originating from the Sulwaliri Savannah of Bedah in western Sulliva, this Lykaon ethnic group has a highly varied fur colouration, with black or brown fur and white, brown, and yellow patches and spots. These patterns are unique to each individual. They have large rounded ears an lack a dewclaw, unlike most Lykaon ethnic groups. Their irises are typically in shades of brown or gold, but blues are not uncommon. The skin on their palms, soles, inside of ears, and nose has a light brown to black complexion. The average adult Sulwalirsfé stands at 1.8 metres tall (5 feet 10 inches) and weighs 60 kilograms (132 pounds). Unlike most Lykaon ethnic groups, their pregnancies will result two to three pups. 

Haybusfé (Naga): Originating from the Haybu Jungle of southern Bedah in western Sulliva, this Naga ethnic group has orange to brown scales, with red or yellow blotches outlined in black. The scales on the ventral (abdomen) side are alternating black and white. Their irises are generally in shades of green or black, but blues and reds are not uncommon. They do not possess venom glands, unlike a lot of Naga ethnic groups. The average adult Haybusfé has a height of 1.5 metres tall (4 feet 11 inches), a length of 1.8 metres long (5 feet 10 inches), and a weight of 50 kilograms (110 pounds). Unlike most Naga ethnic groups, clutch sizes will consist of six eggs.

Kraosasfé (Vulpinan): Originating from Kraos Island in eastern Sulliva, this Vulpinan ethnic group has dense fur in shades or red, yellow, brown, or black, with black fur on the hands, feet, and backs of ears, and white fur on the neck, chest, abdomen, and tail tip. Their irises are generally in shades of brown or gold, but green and blue are not uncommon. The skin on their palms, soles, inside of ears, and nose has a light brown to black complexion. The average adult Kraosasfé has a height of 1.6 metres tall (5 feet 3 inches) and weighs sixty kilograms (132 pounds). Like most Vulpinan ethnic groups, their pregnancies will result in two to three cubs.

Ansattsfé (Kobold): Originating from the Ansat Jungle of northern Bedah in western Sulliva, this Kobold ethnic group has brown to black keel-shaped scales, with blue scales on their chest and abdomen, and yellow along their sides. Their irises are generally in shades of gold or brown, but blue and green are not uncommon. The average Ansattsfé adult stands at 1.5 metres tall (4 feet 11 inches) and weighs 50 kilograms (110 pounds). Like most Kobold ethnic groups, their clutch sizes will consist of five eggs.

The United City-states of Sulliva encompasses thirty star-systems, and includes 135 planets, all within the Buntai Sector of the Alatheia Quadrant. The official capital planet is Sulliva in the Sulliqokhava system, and it has an estimated population of seven billion (7.3 billion; 298 AGW Galactic Census). There is no official capital city, but the most populous city is Halman on Sulliva and has a total population of around seven million (7.6 million; 298 AGW Galactic Census).

Demographic Breakdown

All five ethnic groups make up roughly the same portion of the population, at 19 percent each. The remaining 5 percent consists of migrant Sullivans (298 AGW Galactic Census). 

The vast majority of migrant Sullivan originate from the Republic of Wïker, most notably Deu and Nüsen. Other migrants originate from the Republic of Alexia, the Republic of Owenós, the Empire of Jessa, the Diarchy of Fuclon, the Republic of Bubuk, the Republic of Kihawani, and the Theocratic Republic of Koraskant.

Government Structure and Organisation

The United City-States of Sulliva, natively T̋ú-Èkhā vŧū Sulliva, is a nation comprising of several thousands of city-states all united in a common cultural and religious identity. Each City-state is self-governing and lead by a democratically elected council of five to fifteen councillors. The United City-states of Sulliva is led by a National Council comprised of elected representatives from each city-state, often referred to as The Council of One Thousand Voices (An Ug vŧū  Rišon-Mílè Sne). The National Council also includes representatives from the fifteen national departments. These departments are semi-autonomous and aid the National Council in matters of concern of their department, acting as an advisory committee, and also help to unite the city-states with common laws and goals. Employment in these departments is based on interest and qualifications. These fifteen departments, and the qualifications of their members are:

Elections for City-state councillors occurs every ten years. Any citizen of the city-state between the ages of eighteen and sixty are eligible to be elected councillor. All citizens over the age of eighteen are required to nominate an individual they deem fit to oversee their community for the benefit of the community. The individuals with the most nominations are elected as councillors. The Sullivan believe that an individual who wishes to be in charge is to not be trusted, and so no one is allowed to purposefully run for a seat on the council. Each councillor will take it in turns to be the representative for the City-state to the National Council. Each city council will also have a local representative from each of the fifteen departments. 

The National Council will meet once a month, with each city taking turns to host the meeting. The first order of business at the first meeting each decade (ten years) is to nominate the de-facto head of state. Titled as First Speaker, the role of this individual is to merely be the representative of the United City-states within the Galactic Government, as well as running and organising the monthly meetings of the National Council. The First Speaker will have to step down from their role as Councillor within the National Council and their local council, and will be the deciding vote in hotly contested matters within the National Council.

As of the 298 AGW elections, First Speaker Alon Tsv̋i-Bānpla is the de-facto head of state.

Language

The official language of the United City-states of Sulliva is Sūllavrit [suːlːavɹit]. Sūllavrit has forty-seven consonants, fifteen vowels, and eight diphthongs. Sūllavrit has a VSO sentence structure and adjectives go after the noun they are modifying; the sentence “the quick brown fox jumped over the lazy dog” would be read as “jumped over the fox quick brown the dog lazy” (Vŧāliqupoĝ ŧar lezv̋úšú'alo gřāxō dūn līgavara osā) [vðaːlik͡wupoɣ ðaɹ lezvʲʊʃʊʔalo graːxoː duːn liːgavaɹa osaː]. Other languages used extensively within the United City-states include Basic, Alexugo, Oweglos, Jesæ, and Wïkersei.

Sullivan Sign (Sūllav Ctōrit) [suːlːav ʧtoːɹit] is the official sign language of the United City-states of Sulliva. Roughly seventy percent of the population use it, consisting of mostly the deaf and hard of hearing community and in hunting and fishing communities. Other sign languages used include Basic Sign, Alexugo Tethei, Wïkersei Fjevwulpen, Oweglós Èuadzua, and Jesæ Aepêo.

Naming

Sullivan names have multiple parts: the personal name, the holy name, the parental name, and finally the familial name. 

Personal names are given to children ten days after they are born/hatched; for the first ten days of life children are just called ‘Baby’ (Tē). Sullivan personal names will always end in a consonant, most notably n, m, d, t, g or k. Personal names will often have meanings or connotations associated with smart (tsídye̊: Tsíd, Tsídye̊n), fast (gřāxō: Gřāx, Gřāxōn), fearless (gibor OR rúƶèn̋ö: Gibor, Gib, Rúƶèn, Rúƶèn̋), gentle (vřó: Vřón), and friendly (šnesxū: Šnesxūn, Šnes), or may also be based on the names of various plants, animals, or natural features such as lion (ye': Ye’an, Ye’ob), river (ƶï: Ƶïn), oak (alon: Alon), and mountain (pla: Plan, Plad, Plat).

Holy names are given to an individual when the community begins to treat them as an adult, normally around fifteen years old. Holy names are based on names from the holy text. Common Holy names include Tsālak, Avel, Yecel, Fäfet, Möran, and Kölin.

Parental names are the name of the eldest parent with the prefix Yele’ e.g., Alon Yele’Tsíd.

Familial names are passed from youngest parent to child, and are often based on the occupation or locale of an ancestor, or a word associated with them. Example familial names include Yèer (farmer), Sèŕkèūĝer (healer), Tsv̋i-Bānpla (from the town of Bānpla), Tsv̋i-Blāŧeyè (from the city of Blāŧeyè), D̊axm̊aĝir (forest-dweller), F̊ā-Ígřëŧāĝ (snow-touched).

Example Sullivan names include Alon Tsālak Yele’Tsíd Yèer, Tsíd Möran Yele’Plat F̊ā-Ígřëŧāĝ.

Upon marriage, the couple (or throuple) will take the familial name of the youngest, and the parental name of the eldest, with the suffix -en e.g., Alon Tsālak and Tsíd Möran Yele’Plat Yèer

Sullivan location naming is often fairly simple, outside of Sulliva. City and town names on Sulliva are often based on names used in ancient Sūllavrit and other extinct languages (like Dobhavrit and Ansatvrit), and thus their meanings have been lost. Outside of Sulliva, city and town names will often include geographic features or be based on the name of an earlier settler to the area e.g., Bānpla (White Mountain), Blāŧeyè (Flower Field), and Tsíds̊ayè (Tsíd’s Farm).
